General

From 14th December 2007, all homes in England and Wales (with a few exceptions) will need a HIP, which includes a home energy rating. The Pack includes an Energy Performance Certificate (EPC), containing advice on how to cut carbon emissions and fuel bills. Also included are documents such as a sale statement, searches and evidence of title.

The Pack brings together key information needed by buyers and sellers at the very start of the home-buying process. If you're a seller, you need to make sure you have commissioned a Pack by the time that you market your property. The Pack must contain at least the following (or if any are missing, the Index should explain why) An Index of contents An Energy Performance Certificate A sale statement Evidence of title (for registered and unregistered properties) Searches Leasehold/ common hold documents where appropriate. The Pack will also ensure that important information about improving the energy efficiency of homes is made available every time a property is sold.

What is a Home Information Pack?

A Home Information Pack (HIP) is a set of documents providing important information about a property, its energy efficiency, boundary ownership and planning permissions.

Home Information Packs are being introduced to improve home buying and selling for the consumer and as part of a wider action to cut carbon emissions from homes. This means that every person selling a home will have to have commissioned a Home Information Pack before putting their property on the market for sale.

 

 

What is in a Home Information Pack?

The Packs include the key documents that are normally required when homes are bought and sold. Potential buyers can receive this information at the start of the home buying process. Some documents will be compulsory under the legislation.

The compulsory documents include

  • An index (list of contents of the Pack)
  • An Energy Performance Certificate (EPC)
  • A sale statement (summarising the terms of the sale)
  • Evidence of title
  • Standard searches (local authority, drainage and water search)
  • Where appropriate, commonhold information
  • Where appropriate, leasehold information

From 14th December 2007, the seller is legally required to have commisioned an HIP containing an Energy Performance Certificate (EPC) before going to market.

 

 

What is an Energy Performance Certificate?

Energy Performance Certificates (EPCs) tell home buyers and sellers about a home's energy efficiency - using A to G ratings, like those used to rate fridges and washing machines. The certificate will make recommendations for cost effective improvements to help cut fuel bills and carbon emissions. The EPC is prepared by a Domestic Energy Assessor or Home Inspector who are members of Government approved Accreditation and Certification schemes.

 

 

What is a Home Condition Report?

The Home Condition Report (not compulsary at present) contains information about the physical condition of a property. Sellers, buyers, lenders will have a legal right to rely on it as an objective and authoritative report. It is prepared by Home Inspectors who are members of a Government approved andregulated Certification scheme.

 

 

How will Home Information Packs help the current buying and selling process?

Home information packs aim to reduce the stress of buying and selling a home by providing key documents at the time a property is put on the market, so the buyer can make an informed decision whether to buy your property or not. The Packs aim to increase confidence in the sale process from the start. The transparancy of this process should lead to a decrease in the number of sales that fall through mid way through the process, because of previously undisclosed issues coming to light.

 

 

How much will a Pack cost?

The cost of preparing a Pack will vary from one property to the next, however should be in the region of £600 plus VAT, plus the cost of the Energy Perfomance Certificate which will depend on the size of the property, generally form a one bedroom property at £120 plus VAT to a five bedroom property at £175 plus VAT (prices may vary depending on the avalability of the inspectors/ assessors. The pack will be made available to prospective buyers free, however a reasonable charge for copying and posting a copy of the Pack to the buyer may be made.
